Workshop files don't properly download and crashes when starting SFM (SFM will freeze, then steam will freeze, and both will silently crash). It happens to me with Garry's Mod, it happens to me with Left 4 Dead 2, and it's always because it's trying to install Workshop content that is beyond a certain file size/complexity. But first try verifying your game cache by right clicking on Team Fortress 2 then going to your game properties, then go to your local files tab and press the verify game cache button. Don't be surprised if it takes awhile when it reaches the end. If it didn't download anything then there were no corrupted files.
